1- How has the structure, procedures, staff, budget, authority and duties of the country's crisis management headquarter affected the quantity and quality of its performance in flood management?
2- How has the impact, quantity, quality, coordination, timing, standardization and compliance with disaster management protocols on the performance of all organizations involved in flood crisis management?
3- What is the state of the country in terms of organizational readiness, equipment, hardware, communication system, finances, quality of command and manpower capabilities to deal with floods?
4- What are the wrong decisions made in managing flood crisis in different provinces?
5- What is the status of flood crisis management practices, standards and guidelines in the country? What is the level of compliance with these standards, procedures and guidelines?
6- What are the lessons learned from floods to improve the level of crisis management capacity in the country?
7- What reforms are needed to improve and upgrade flood crisis management in the country's headquarters and crisis management system?
