1- What are the strengths and weaknesses of the country's legal system in flood management?

2- How has the violation of legal standards in various fields (including infrastructure, urban planning, crisis management, environmental and natural resources management, water resources, etc.) increased the vulnerability of the country to floods?

3- What are the legal malpractice and wrongdoing that occurred during the flood event and its consequences in different provinces?

4- What are the legal lessons learnt of the floods?

5- What are the reforms needed to strengthen the country's legal system to enhance resilience and increase flood management capacity?
